Detenuto del 41bis si impicca nel carcere di Opera, sesto suicidio in cella da inizio mese Dall’introduzione del “carcere duro”, nel 1992, sono stati 39 i detenuti del 41bis a togliersi la vita, una frequenza di suicidi 3,5 volte maggiore rispetto al resto della popolazione reclusa. Domenico Antonio Pagano, 46 anni, si impicca il 17 marzo scorso nella Casa di Reclusione di Opera (Milano), dove è detenuto in regime di 41-bis, il cosiddetto “carcere duro”. In carcere dal febbraio 2011 e considerato uno dei capi del “Clan degli Scissionisti” di Secondigliano, Pagano scontava una condanna a 20 anni di reclusione per reati di camorra. Oggi a Casavatore, in Provincia di Napoli, si sono svolti i funerali. Sulla morte è stata aperta un’inchiesta. Da inizio marzo è il sesto suicidio nelle carceri italiane e altri 3 detenuti sono deceduti per cause in corso di accertamento. Nel 2013 sono già 44 i “morti di carcere”, di cui 14 per suicidio. Il regime di “carcere duro” (previsto dall’art. 41bis dell’Ordinamento Penitenziario, introdotto con il D.L. n. 306 del 1992 di contrasto alla criminalità organizzata) è applicato all’1% circa della popolazione detenuta (vedi allegato) e comporta severe limitazioni sia nei contatti con l’esterno sia nelle attività interne al carcere, oltre ad una strettissima sorveglianza. Nonostante questo (o “proprio per questo”?) la frequenza dei suicidi tra i carcerati sottoposti al regime di 41-bis è 3,5 volte superiore a quella registrata nel resto della popolazione detenuta: 39 casi (in 21 anni di “carcere duro”) su un totale di 1.142 suicidi in cella (vedi allegato).
